ED3 Customer-Owned Distributed Generation Program

Definitions

  • A Distributed Generation (DG) System refers to all Distributed Energy Resources (DER) and/or power-generating technologies with or without energy storage, whether or not interconnected ED3’s distribution system.

    Program Requirements

  • This Program is limited to customers served by ED3, who purchase power and energy provided by ED3, and whose generation systems are qualified to deliver power and energy back to ED3.
  • Customers who wish to install a generator of any kind, whether interconnected to the ED3 distribution system or not, are required to complete the Application for Customer Owned Distributed Generation (DG) in its entirety.
  • Solar DG Systems must be 1 kW DC or larger to qualify under this program.
  • The approval path taken, depends on the output capacity of the DG System, as follows:
  • Requests to interconnect residential, certified, inverter-based DG facilities no larger than 10 kW (AC) shall be evaluated under Guidelines for Customer Owned Distributed Generation, which is included in the Application for Customer Owned Distributed Generation packet on the ED3 website
  • Requests to interconnect commercial, certified, inverter-based DG facilities no larger than 20 kW (AC) shall be evaluated under the Guidelines for Customer Owned Distributed Generation, which is included in the Application for Customer Owned Distributed Generation packet on the ED3 website
  • Requests to interconnect a DG facility no larger than 2 MW shall utilize the Interconnection Request form in Attachment 1 of the ED3 Small Generator Interconnection Policy (SGIP), and shall be evaluated under either Section 5.0, Fast-Track Process, or Section 6.0, Study Process
  • Requests to interconnect a DG facility larger than 2 MW but less than 20 MW or a DG facility that does not meet the criteria for the Fast-Track Process shall utilize the Interconnection Request form in Attachment 1, of the ED3 Small Generator Interconnection Policy (SGIP) and shall be evaluated under Section 6.0, Study Process

Rates and Riders

  • DG Systems approved under the Solar Power Program before July 1, 2015, are subject to closed Rider Nos. 3 and 4. Solar DG Systems approved after July 1, 2015, are subject to the current Rider No. 8. (Riders are assigned addendums set forth specifically to describe the rules and procedures associated with any series of rates and are not limited to that of the ED3 Customer Owned DG Program.)
  • A DG System’s current Rider will remain effective regardless of ownership or location. Through the District’s application approval and inspection process, these systems can be moved from one location to another within the ED3 service territory.
  • Removal of any DG System will be subject to a Site Inspection and Fee. For more information and fee amounts, refer to ED3’s Electric Service Guidelines, Rules and Regulations – Section 26 – Schedule of Charges and Fees.

Disclaimers

  • ED3 is not responsible for the workmanship or materials of the Customer’s installation contractor, nor does ED3 inspect the installation of the system on your roof.
  • Any projections of the economic attributes of your system, regardless of the source, are not approved by nor are they binding on ED3.
  • All customers are subject to future rate changes in accordance with the terms and policies of ED3’s Electric Service Guidelines – Rules and Regulations.

Conditions

  • Customer Applications in the queue are subject to all revisions to the requirements of this Program and Application Process during their time in the queue. Applications shall be limited to thirty (30) per month on a first-come, first-served basis. Any additional Applications received will be put in the queue for the following month.
  • Some Distributed Generation interconnections may require a System Engineering Analysis, of which the costs for this service will be borne by the Customer. This analysis examines existing infrastructure and ED3’s ability to take on additional power generation.
